Ontem, Fátima, partilhando sua experiência Sinodal, véspera dos seus 57 anos de vida, motivou-me para relatar a alegria de crer que um outro mundo é possível. A fome tem pressa! Dom Mauro Morelli, na Primeira Conferência Nacional de Segurança Alimentar e Nutricional no Brasil em 1994. Hoje estamos preparando a Sexta Conferência Nacional do CONSEA.
Nos anos 90, Betinho sociólogo, provocou a sociedade brasileira a dar uma resposta diante da fome crescente num país tão rico e tão desigual. Com duas frentes: Criação do CONSEA Nacional e a mobilização da sociedade em torno da Ação da Cidadania Contra da fome e pela Vida. Milhares de comitês em quase todos os 5.573 municípios. Onde pessoas, grupos, comunidades, movimentos, entidades e instituições se conscientizaram e das mais diversas formas agiram junto aos empobrecidos. Começamos o Natal sem Fome e vimos que era preciso Natal todo dia. O governo FHC acabou com o movimento. Mas a luta continua.
Nos governos de Lula e Dilma renasceu o CONSEA Nacional e a criação nos 27 estados e Distrito Federal com os 30 programas sociais, e Políticas Públicas atacando a pobreza, de todos os ângulos: Educação, saúde, cidadania, etc. E, saímos do Mapa da Fome ajudando outros países a seguir os mesmos passos. Em setembro de 2006 Lula assinou a Lei Orgânica de Segurança Alimentar e Nutricional que criou o Sistema de Implantação do SAN, colocamos na Carta Magna de 1988, entre os outros direitos o da alimentação saudável em qualidade e quantidade para todos e todas. Vimos que a questão era Ministerial e a CAISAM – Câmaras Inter-setoriais que envolve todos, da produção a mesa assumiram o SAN.
Em muitos municípios os CONSEAS estão funcionando. Na posse do atual presidente, entre outros, foi extinto o CONSEA Nacional. A luta continua. Em todos os estados continua com muita dificuldade. A fome voltou. No Amazonas mais da metade do povo empobrecido está abaixo da faixa da pobreza.
Segundo o IBGE 13,5 milhões no Brasil de tantas possibilidades passa fome. Um milhão a cada ano desce a linha da pobreza desde 2015.
Diante do retrocesso, a luta continua, Sociedade Civil e Governo no combate a fome. A Sexta Conferência Nacional desde ano não foi permitida.
Estamos prevendo para 2020. Nossa missão é não descuidar dos pobres. Plantando a Esperança, porque a fome tem pressa. Cuidar da vida integral.

An experience lived by Anne & Alzira because it’s not like this where you are. Don’t forget to look after those who live in poverty.
Yesterday the evening before she reached her 57th birthday, Fatima shared something of the Amazon Synod experience. She had been part of Our Common Home group who didn’t participate directly in the Synod but were in Rome to support all that was going on. Hearing her prompted me into telling people about the joy of believing that another world is possible. Hunger is in a hurry! said Dom Mauro Morelli at Brazil’s first National Conference of Food & Nutritional Security (CONSEA) in 1994. Today we are preparing the 6th National Conference of CONSEA.
In the 90´s the sociologist Betinho challenged the Brazilian society to answer why hunger was increasing in a country that was so rich and so unequal. It was tackled on two fronts by creating CONSEA & by getting society involved in Citizen Action against Hunger & for LIfe. In nearly every one of Brazil’s 5,573 boroughs, committees were formed. People, groups, communities, movements, organisations and institutions made themselves aware of what was going on and as a result took action by helping the poor in the most diverse ways.
We began the Christmas without Hunger programme and then realised it was Christmas every day. The FHC government abolished it but the fight still goes on.
In Lula’s and Dilma’s times CONSEA was reborn and in 27 states and in the Federal District, 30 social programmes along with government policies (‘Politicas Publicas’) were established attacking poverty from all angles: education, health, citizenship, etc. Therefore we no longer figured on the Hunger Map and were able to demonstrate to other countries in similar situations what steps they needed to take. In September 2006 Lula signed The Nutritional and Food Security Law which led to ‘the Implantation System of SAN . We put in the Magna Carta of 1988 which amongst other rights established the right to healthy, quality and sufficient food for all. We realised that it was a ministerial responsibility…so CAISAM a government body took on SAN.
In many boroughs, CONSEAS are still functioning though the national body has been scrapped by the present president’s team. The fight still goes on even though it’s an uphill struggle across all states. Hunger is back. In the Amazon, for example, more than half of the poor are below the poverty level. According to IBGE 13.5 million are hungry in Brazil, a country with so many possibilities. Since 2015 one million people fall below the poverty level annually.
In the face of this backward step the struggle continues with civil society and government in conflict over hunger. This year´s 6th National Conference wasn’t allowed. We’re looking towards 2020. Our mission is not to forget the poor. Planting hope because hunger needs to be tackled fast. We need to look after all aspects of life.
